For eternal shards do the 2 meta events, Drakkar and Raven Shrines. Do the champions after the raven shrines. There are a bunch of chests all over the map. After you complete the metas do a round and get those chests. Certain masteries increase drops from chests. Additionally you can do bjora strikes for more shards. Buy ls4 currency with shards. Hit up guild mates, ask on map chat (GW2 community is generally pretty helpful). It may not be possible to get a group the first try, but at some point you should be able to get enough folks together.
